With reference to paragraph 3 of my despatch
No.390 of 6th September, 1926, concerning defalcation in the Crown Solicitor's Office, I have the honour to inform you that the total amount of the defalcations of the absconding shroff Chung Tak Yan have been ascertained to amount to
$6,612.50. I would request your authority for writing off this sum. Copies of two minutes on the matter by Mr. H. K. Holmes, Crown Solicitor, are enclosed.

It will be seen that the defalcations were facilitated by the system under which receipts for money
were not issued at the time of payment. I have since given instructions that receipts shall be issued immediately on
payment being made; and I trust that the measures taken to
give effect to these instructions will prevent defalcations
of this nature in future.
3.
Steps are being taken to recover the sum of
$1000 for which the absconding shroff was secured under bond;
and the money so recovered will be credited to Revenue. In
these circumstances and especially in view of the over-
whelming volume of work with which the Crown Solicitor's
Office has had to contend during the past year, I do not
consider
